フィリッピン政府は再生可能エネルギー開発で基本法に基づき，小水力のプロジェクトを推進している。エネルギー省が開発申請を受けているものは，全国で３４００ＭＷ，今回，ドイツ系の企業が９地点，２８ＭＷを申請，イザベラの７３９０ＫＷバリガタン第３，政府が意図するように，優遇政策に従って，小水力，風力，地熱など，順調に進むかどうか，注目に値する。
